Luis has spent more than two decades at the intersection of national security and strategic communications, serving as a trusted advisor to senior leaders across the U.S. government on matters of intelligence, policy, and public affairs.
He served in the Central Intelligence Agency’s (CIA’s) Office of Public Affairs as a spokesperson and deputy press secretary, where he drove media engagement and crisis response strategies. He also helped lead the Agency's internal communications, keeping its workforce informed and connected during periods of significant change. At the Department of Justice (DOJ), Luis worked as the senior communications advisor to the Assistant Attorney General for National Security, where he shaped communications strategies and public engagement for DOJ’s National Security Division.
Luis served as a director at the National Security Council, helping two presidential administrations navigate complex foreign policy challenges in the Western Hemisphere. He also worked in the Office of the Director of National Intelligence as a briefer for the President’s Daily Brief (PDB), delivering the nation’s top intelligence assessments to senior U.S. intelligence executives. He first joined CIA following the attacks of September 11, 2001, as an analyst and analytic program lead advising policymakers and warfighters on political dynamics and emerging threats.
Luis grew up in Puerto Rico and received a bachelor’s degree from the University of Notre Dame, a juris doctor and a master’s degree from Georgetown University, and a graduate certificate in public diplomacy from the Institute of World Politics. Prior to his government service, Luis was a litigation attorney at Steptoe LLP and a law clerk at the U.S. Court of Appeals for the Second Circuit. He lives in Vienna, VA, with his wife and two children.
